Effective Date: 22 January 2025

The New Computerised Transit System (NCTS) is undergoing significant changes that will impact how shipments are managed across all member countries of the Common Transit Convention (CTC). Starting 22 January 2025, including commodity codes in transit declarations will become mandatory. These changes form part of the Final State Rules under NCTS Phase 5.

What Are the Changes?

Currently, adding commodity codes to transit declarations is optional. However, as of 22 January 2025, all goods items in transit declarations must include a mandatory commodity code. This rule will apply across all CTC member countries, standardising processes and facilitating more efficient customs clearance.

Commodity codes are internationally recognised reference numbers that classify specific products for import and export purposes. These codes are essential for:

  • Calculating customs duties
  • Determining import VAT and taxes
  • Applying preferential trade rates (where applicable)

What You Need to Do

To comply with these changes, we advise all customers to take the following steps:

  1. Identify the Correct Commodity Codes:
    Determine the appropriate commodity codes for your products using resources like the Trade Tariff Tool. This step is critical to ensuring your goods are accurately classified and meet customs requirements.
  2. Provide Commodity Codes to HANNON Transport:
    Once you have identified the correct codes, ensure you supply them to HANNON Transport for each goods item in your consignments. Providing accurate information is vital for the efficient preparation of transit declarations and the smooth movement of your goods.
